What is MERIDIAN CIRCLE?

A telescope mounted on a horizontal axis lying due east and west, so that the instrument itself moves in the meridian plane. It is used to determine the times at which stars cross the meridian, and is equipped with a graduated circle for deducing declinations. Also transit circle.
